Continuing Contracts for Construction Management Services Central Florida

Background
The State of Florida, Department of Management Services (DMS) Division of Real Estate Development and Management is seeking qualifications from Construction Management (CM) at Risk firms for continuing contracts in the Central Florida Region. The goal is to engage firms that can effectively manage construction projects primarily in this region, which includes counties south of and including Citrus, Sumter, Lake, Seminole, and Brevard, and north of and including Sarasota, DeSoto, Highlands, Okeechobee, and Indian River.

The contracts will be awarded for a three-year term with an option to renew for an additional two years.

Work Details
Selected firms will provide Construction Management at Risk services for remodeling and/or repairing existing occupied buildings. This includes tenant improvements, building system upgrades, re-glazing, and waterproofing exterior building envelopes. Project values are expected to range from $150,000 to $7,500,000 but may exceed these thresholds for new buildings or major renovations.

Firms must demonstrate the ability to bring multiple qualified subcontractors for successful project delivery and must supply workers who meet Florida Department of Law Enforcement criminal history background checks. Each firm must have a licensed contractor as per section 489.113 of Florida Statutes and provide a 100% Labor and Materials Bond and a 100% Performance Bond up to $7,500,000 per project.

Period of Performance
The initial term of the contracts will be three years with an option to renew for an additional two years.

Place of Performance
Central Florida Region defined as all counties south of and including Citrus, Sumter, Lake, Seminole, Brevard; north of and including Sarasota, DeSoto, Highlands, Okeechobee, Indian River.

Bidder Requirements
Firms must be currently licensed and registered in Florida at the time of submission. If a firm is a Joint-Venture or corporation, it must be registered with the Florida Department of State if domestic or have authority to transact business in Florida if foreign.

Firms must also be prequalified by the Department pursuant to Rule 60D-5.004(2)(a), F.A.C., at the time of submission. A firm on any disqualified vendor list (Suspended Vendor List under section 287.1351 F.S., Convicted Vendor List under section 287.133 F.S., etc.) is immediately disqualified from contract eligibility.
