Background
The Clay County Board of County Commissioners is seeking Statements of Qualifications from qualified Contractors to provide Construction Manager at Risk (CMAR) services for a Substance Use Disorder Recovery Center. This facility aims to address the County’s need for rehabilitation centers that promote health and well-being, converting a remodeled retail space into a treatment facility. The CMAR services include design phase assistance and complete construction services with a Guaranteed Maximum Price (GMP). The renovation will convert an existing 300 square feet block-constructed retail building into a Substance Use Disorder Treatment Facility, accommodating both short-term and long-term residents.
The design will provide areas for staff, including offices, a lobby, break rooms, mechanical, electrical and plumbing systems, IT infrastructure, janitorial spaces, exterior improvements, and site work upgrades. Specific preconstruction services include interfacing with the Architect during design phases, quality assurance of the design, constructability reviews, code compliance reviews, project cost estimating and value engineering, coordinating competitive bidding for subcontractors, and presenting the GMP to the County. During construction phase services, the CMAR will act as the general contractor responsible for overall project management and compliance with safety programs.

The timeline for this project includes various phases: preconstruction services leading to GMP development followed by construction upon acceptance of the GMP.

They must also comply with insurance requirements including Commercial General Liability coverage of at least $1 million per occurrence and $2 million aggregate; Business Automobile Liability; Workers’ Compensation; Property Coverage (Builder’s Risk); Professional Liability; and Umbrella/Excess Insurance if necessary. Bidders must not be on the convicted vendor list or debarred from submitting bids.
