Construction Engineering & Inspection (CEI) Services for Transportation and Stormwater

Background
Sarasota County, a political subdivision of the State of Florida, intends to contract with consultants to provide Construction Engineering and Inspection (CEI) services for transportation and stormwater related projects. The goal of this contract is to ensure effective inspection, contract administration, materials sampling, and testing throughout the duration of these projects. The County anticipates an initial contract term of 5 years.

Work Details
The CEI Services for Transportation and Stormwater include:

1. Project Oversight and Management:
- Provide inspection services necessary for project completion.
- Maintain records of contractor activities and document project changes.
- Inspect materials on-site and at the asphalt plant for compliance with specifications.
- Process Requests for Information (RFI) and Claims Analysis.
- Conduct monthly project schedule updates and verify contractor’s pay estimates.

2. On-site Inspection:
- Monitor work zone traffic control plans.

3. Off-site Inspection:
- Inspect materials used in construction at off-site locations such as casting yards or asphalt plants.

4. Sampling and Testing:
- Perform sampling and testing of materials per contract documents, ensuring compliance with FDOT standards.

5. Certifications:
- Maintain required certifications throughout the contract duration.

6. Close-out:
- Submit project documents electronically into the County’s Project Management Information System.

Period of Performance
The anticipated period of performance for this contract is 5 years.

Place of Performance
The services will be performed in Sarasota County, Florida.

Bidder Requirements
Proposers must be registered with the Florida Department of Business & Professional Regulation (DBPR) to provide engineering services in Florida. At least one key personnel must be a registered Professional Engineer licensed by DBPR at the time of submittal. Proposals should demonstrate experience in transportation and stormwater CEI services, including specific certifications from FDOT's Construction Training Qualification Program.
