Computerized Maintenance and Enterprise Service Management System

Background
Hillsborough County Public Schools (HCPS), representing The School Board of Hillsborough County, Florida, is seeking proposals for a comprehensive Computerized Maintenance and Enterprise Service Management System. The goal of this solicitation is to replace legacy systems with a scalable platform that enhances service request management across various departments while improving visibility, reporting, and accountability. The system aims to support Facilities, Food Services, Transportation, Safety, Human Resources, Academic Services, Construction Operations, and Information Technology.

Work Details
The selected vendor will provide a service management system that includes functionalities such as maintenance requests, maintenance scheduling, IT Service Management (ITSM) with ITIL frameworks, work order aging, cost data capture, Help Desk/user support tickets, business intelligence and analytics capabilities, property control/asset management, warranty data management, subcontractor data handling, safety and security features, construction/renovation tracking, building automation integration, mass communications capabilities, facility use agreements management, and facility condition assessments.

The system must integrate with existing systems like Infor—Finance/AP and HR systems. Key features include centralized asset management with barcode scanning capabilities; unified work order and ticket management; preventive maintenance scheduling; incident and problem management; inventory tracking; real-time reporting and analytics; user access management; communication tools; mobile accessibility; API integrations for security and compliance.

Period of Performance
The initial contract term will be one year from the first business day after Board approval or as specified in the award letter. The contract may automatically renew for up to four additional one-year periods based on appropriations and performance.

Place of Performance
Services will be performed at various locations within Hillsborough County Public Schools in Florida.

Bidder Requirements
Proposers must have been in business for at least three years providing similar services. They must provide proof of authorization to do business in Florida if applicable. Compliance with E-Verify requirements is mandatory. Proposers must maintain insurance coverage as specified in the solicitation documents. Subcontractors must be identified in the proposal and approved by HCPS.
