Background
Hillsborough County Public Schools (HCPS) is seeking proposals from qualified vendors to provide, implement, and support a comprehensive assessment platform. The goal is to procure a solution that integrates with existing district systems and Grade Cam, meeting all functional, security, and performance requirements.
The current contract concludes in July 2027, and the selected vendor will facilitate a transition/pilot year during the 2026-27 school year to prepare for full implementation by July 2027.
Work Details
The vendor must deliver a fully operational assessment platform with structured project management, regular status reporting, onsite implementation support, and professional development for district administrators and instructional staff. Key tasks include:
1. Integration with existing systems including FOCUS (Student Information System) and Grade Cam.
2. Completion of QTI content import and quality assurance of all District tests by November 2026.
3. Provide training sessions for administrators and teachers on system administration, reporting, data analysis, and instructional use of assessment data.
4. Conduct comprehensive quality checks of all imported tests to verify accuracy and functionality.
5. Ensure ongoing support post-implementation including weekly meetings and status updates.
Period of Performance
The initial term of the contract will begin on July 1, 2027, pending successful implementation. The transition/pilot year will occur during the 2026-27 school year.

Services will be performed in Hillsborough County, Florida.
Bidder Requirements
Vendors must demonstrate at least three years of experience providing digital assessment platforms to K-12 Florida public school districts. They must comply with federal and state student data privacy laws (FERPA and COPPA), possess necessary business licenses for Florida operations, maintain recognized information security standards (SOC 2 Type II or ISO/IEC 27001), and ensure background screening for personnel accessing student data.
