Description

Background
The Hillsborough County Board of County Commissioners is seeking competitive sealed bids from professional, qualified Contractors to perform ongoing and as-needed all-inclusive common grounds mowing and Landcare services at multiple locations throughout the County. The project aims to maintain over 200 park sites and 85,000 acres of parkland, supporting athletic programming for over 46,000 youth and adults. The resulting contract will be for a three-year term with an estimated value of $9,010,694.17.

Work Details
Contractors will provide comprehensive mowing and Landcare services including: labor, materials, equipment, and incidentals necessary to maintain turf, trees, and plant material in healthy condition. Specific tasks include:

- Mowing grass areas at designated heights (3 inches for 'A' and 'B' sites; 6 inches for flood-prone areas)
- Line trimming/edging around fixed objects
- Weeding and shrub trimming
- Litter control before mowing
- Tree pruning up to 12 feet high
- Maintaining lakes and ponds by controlling invasive growth
- Applying fertilizers as per Hillsborough County Fertilizer Ordinance.

All work must be performed by the Contractor without subcontracting except for palm tree trimming over 12 feet. Contractors must also provide a monthly mowing schedule for approval.

Period of Performance
The contract will be performed over a three-year term starting from the date of award.

Place of Performance
Services will be provided at multiple locations throughout Hillsborough County.

Bidder Requirements
Bidders must be registered as a Hillsborough County Small Business Enterprise (SBE) to bid on Zones 1 through 11. They must hold an active Florida Department of Agriculture Limited Urban Commercial Fertilizer Applicator Certification during the contract term. Bidders are required to undergo Level II background screenings for all employees assigned to County projects. Additionally, bidders must have sufficient staff and commercial vehicles to perform at least four large comprehensive mowing projects simultaneously.
