Background
The City of Lakeland is issuing this Request for Proposal (RFP) to solicit proposals from qualified vendors to provide a hosted, cloud-based budgeting software solution designed specifically for government budgeting.
The City seeks a comprehensive solution that consolidates operating, personnel, and capital budgeting into a single, integrated platform, replacing multiple disparate systems and reducing manual processes. The budgetary estimate for this software and service is $120,000.
Currently, the City utilizes Oracle Hyperion along with custom worksheets, Excel, Word, and PDF documents to support its budget process. This fragmented environment has resulted in inefficiencies, data integrity issues, limited forecasting capabilities, and significant IT overhead related to on-premise infrastructure.
The City intends to transition to a modern SaaS-based budgeting solution that improves efficiency, transparency, collaboration, and long-term sustainability.
Work Details
The selected solution must streamline and modernize the entire budget lifecycle; eliminate reliance on spreadsheets and disconnected tools; support collaborative, real-time budgeting; enable multi-year forecasting and scenario planning; improve transparency, reporting, and public engagement; reduce IT infrastructure maintenance; provide implementation services including data migration and training; offer ongoing support and customer success services; integrate with the City’s Oracle ERP environment.
Functional requirements include collaborative operating budget development, automated personnel budgeting with multi-year workforce forecasting, capital planning with multi-year projections, scenario planning across budgets, automated online budget book creation with ADA compliance, and interactive dashboards for reporting including budget vs. actual analysis.
Technical requirements specify a fully hosted SaaS solution with high availability and scalability.
Period of Performance
The implementation timeframe is targeted at 6 months from the contract award date.

The contract will be performed in Lakeland, Florida.
Bidder Requirements
Bidders must submit a certificate of existing insurance coverage as proof of insurability. They are required to comply with various certifications including Drug-Free Workplace Certification and Human Trafficking Affidavit.
