Background
The Florida Department of Law Enforcement (FDLE) has posted a Notice of Intended Decision to Enter into a Single Source Contract for the renewal of Clearview software licenses. The purpose of the contract is to utilize facial recognition software during investigations to compare unknown images obtained with known images or locate additional images of the same individual, in order to further investigative leads, generate intelligence information, and improve accuracy and efficiency for identifying possible persons involved in or related to investigations.
The software is intended to be accessible/available for use by law enforcement agencies and must provide administrative functions for strict oversight of each individual user’s use of the system.

The contract involves the renewal of Clearview software licenses, specifically for analytical or scientific software geared toward publicly available internet images such as social media and public web platforms. The software is intended to integrate agency specific data with the software provider’s data set and return potential matches based on all available data. It also provides administrator controls including auditing and reporting features and system oversight to ensure individual users are complying with agency regulations.
The platform includes the largest known database of over three billion facial images sourced from public-only web sources, including news media, mugshot websites, public social media, and other open sources.
