Cleaning Services Roberts Building

Background
The State of Florida, Department of Children and Families (DCF), issues this solicitation to select a contractor to provide custodial services for the Roberts Building, which serves as the Northeast Region Headquarters. The goal is to maintain a clean, safe, and professional environment for approximately 300 staff members and a fluctuating number of daily visitors.

Work Details
The contractor will deliver comprehensive janitorial and custodial services for the Roberts Building located at 5920 Arlington Expressway, Jacksonville, Florida. Services include:
- Nightly cleaning primarily from 7:00 PM to 5:00 AM, Monday through Friday.
- Daytime porter support from 8:00 AM to 5:00 PM, Monday through Friday.
- Cleaning approximately 75,500 square feet of office space and limited custodial services for storage rooms, mechanical spaces, and loading docks.

Tasks include trash removal, dusting, surface disinfection, floor care (sweeping, mopping, scrubbing), restroom cleaning and sanitization, replenishment of consumable supplies, and maintenance of custodial equipment. The provider must maintain staffing levels adequate to meet service requirements and ensure compliance with all applicable state and federal regulations.

Period of Performance
The anticipated term of the contract is from July 1, 2026, through June 30, 2031. The contract may be renewed for an additional period not exceeding three years based on satisfactory performance.

Place of Performance
All services will be performed at the Roberts Building located at 5920 Arlington Expressway, Jacksonville, Florida.

Bidder Requirements
The contractor must not subcontract any services under this contract. All staff assigned must pass background checks conducted by the provider at their expense. The provider must maintain records accessible by the Department upon demand.
