Background
The City of St. Petersburg is seeking to procure a cloud-based digital accessibility compliance platform to enhance its digital services across multiple departments. The goal of this initiative is to ensure compliance with the Americans with Disabilities Act (ADA) Title II, Section 508, and related accessibility standards. The platform will facilitate automated monitoring, remediation guidance, governance, reporting, and staff training related to digital accessibility requirements.
Work Details
The awarded vendor will provide a comprehensive cloud-based digital accessibility compliance platform that includes:
1. **Automated Accessibility Scanning**: Weekly automated scans for public-facing HTML pages, templates, and components; detection of violations under WCAG 2.1 AA (minimum) and 2.2 AA (preferred); color contrast testing; ARIA validation; heading structure checks; keyboard access checks; form validation checks; historical tracking of issues.
2. **Manual Testing Support**: Workflows for manual testing, assistive technology testing guidance, support for screen reader testing protocols, tagging issues, assigning tasks, tracking remediation progress.
3. **PDF & Document Accessibility**: Automated PDF scanning for accessibility errors; bulk upload capabilities; hands-on PDF remediation services or defined workflows for document remediation; training for editors on accessible documents.
4. **Reporting & Dashboards**: Dashboards showing citywide accessibility status and department-level reporting; historical trends; compliance scoring; role-based dashboards limiting visibility by department.
5. **Training & Capacity Building**: Structured training programs covering accessibility fundamentals, document accessibility training for IT and developers, and ongoing refreshers.
6. **Implementation Requirements**: A detailed implementation plan including kickoff meetings, timelines, onboarding schedules, and a dedicated account manager.
Period of Performance
The initial term of the agreement will commence upon contract execution and will continue for one year with the option to renew for two additional one-year periods.
