Background
The City of Jacksonville is seeking a consultant to develop an Adaptation Plan in accordance with the Florida Department of Environmental Protection’s Adaptation Planning Guidebook. The purpose of the adaptation plan is to prioritize adaptation needs and strategies to address those needs. The overall goal of the project is to maximize city resilience through prioritizing Capital Improvement Plan (CIP) projects.
Work Details
The consultant will provide the following services:
1) Develop a project management plan and facilitate a kick-off meeting with City staff;
2) Schedule and lead three steering committee meetings;
3) Draft an Adaptation Plan that includes adaptation capacity, needs, and strategies;
4) Facilitate community engagement through public meetings to gather input on adaptation needs and strategies;
5) Complete a final Adaptation Plan consistent with the Florida Adaptation Planning Guidebook, including prioritized projects for implementation;
6) Present final results to technical committees.
Deliverables include meeting agendas, minutes, draft and final plans, decision-making tools for prioritization, and community feedback summaries.
Period of Performance
The contract will commence upon execution and is expected to be completed by March 31, 2027. Specific tasks will have individual deadlines, such as the final Adaptation Plan due by September 30, 2026.
Place of Performance
The majority of the services shall be performed within Duval County, Florida.
Bidder Requirements
Bidders must demonstrate experience planning at least three Capital Improvement Projects related to climate resilience, including flooding abatement. They must also have experience working on at least one Resilient Florida grant-funded project and hosting public meetings with at least 50 participants. Additionally, bidders must be legally authorized to do business in Duval County.
