CDBG - 2651 Sapp Lane Foundation Rehabilitation

Background
The Clay County Board of County Commissioners is seeking proposals from qualified contractors to provide Housing Foundation and Substructure Rehabilitation Services at 2651 Sapp Lane, Middleburg, FL 32068. The goal of this project is to address significant deficiencies in the foundation and substructure identified in a structural inspection report by Fortress Engineering Group. This necessitates full replacement of certain components to ensure safety and compliance with building codes.

Work Details
The contractor will be responsible for the complete removal and replacement of deteriorated structural floor framing components as identified in the inspection report. This includes:

1. **Floor Beam Replacement**: Removal and replacement of all floor beams showing deterioration, cracking, or sagging. New beams must be pressure-treated lumber or an approved equivalent, sized to meet current code requirements for span and loading, extending continuously from bearing point to bearing point. Spliced or sistering repairs are not permitted unless approved by the County.

2. **Floor Joist Replacement**: Removal and replacement of any compromised floor joists to restore load path continuity and eliminate deflection or uneven conditions. All connectors and fasteners must be new and code-compliant.

3. **Structural Integrity Maintenance**: The contractor must ensure that the structure remains stable throughout all phases of work, preventing any movement or damage during construction. Any such issues must be corrected at no additional cost to the County.

4. **Documentation**: The contractor is required to provide photographic documentation of deteriorated framing before concealment, confirm quantities of materials used, coordinate with the County on structural deficiencies, and obtain final inspection approval.

Period of Performance
The contract period will commence upon award and is expected to be completed within a timeframe defined by the project schedule established by the contractor in their proposal.

All work will be performed at 2651 Sapp Lane, Middleburg, FL 32068.

Bidder Requirements
Bidders must be licensed contractors as per Chapter 489 of Florida Statutes or hold a Clay County certification under Article III of Chapter 7 of the Clay County Code. They must also provide proof of insurance coverage including Commercial General Liability, Business Automobile Liability, Workers’ Compensation, and Employer’s Liability insurance as specified in the solicitation documents.
