Bureau of Tobacco Free Florida (BTFF) Surveillance and Evaluation Services

Background
The Florida Department of Health is seeking qualified respondents to provide surveillance and evaluation services for the Bureau of Tobacco Free Florida (BTFF) program. This initiative aims to reduce tobacco use and its associated health risks, particularly among vulnerable populations such as pregnant women and youth.

The program components include counter-marketing, cessation programs, community outreach, and training, with a focus on independent evaluations of effectiveness in meeting statutory goals.

Work Details
The contractor will be responsible for conducting annual independent evaluations of various components of the BTFF program, excluding direct cessation interventions. The evaluations must assess the effectiveness in achieving the following goals:
- Reducing tobacco use prevalence among youth, adults, pregnant women, and women who may become pregnant;
- Decreasing per capita tobacco consumption;
- Minimizing exposure to environmental tobacco smoke.

The contractor will also need to provide recommendations for program improvements based on evaluation findings.

Period of Performance
The contract is anticipated to last for five years starting from September 1, 2025, or from the date of contract execution if later. There is an option for annual renewals for up to five additional years based on satisfactory performance and availability of funds.

Place of Performance
Services will be performed primarily within the State of Florida, with specific locations determined by the needs of the BTFF program.

Bidder Requirements
Respondents must demonstrate a minimum of seven years of experience in surveillance and evaluation of tobacco prevention programs, including public health media campaigns and community-based interventions. They must also comply with all relevant certifications regarding scrutinized companies as per section 287.135, Florida Statutes.
