Bridge Professional Engineering Services Contract

Background
Hillsborough County Engineering & Operations is seeking proposals from experienced and qualified professionals to provide Bridge Engineering Services support. The County's mission is to ensure the safety and functionality of its infrastructure, particularly bridges and other structures within the Right-Of-Way. The goal of this contract is to engage one or more consulting firms to deliver comprehensive engineering services that include inspection, investigation, testing, repair, rehabilitation analysis and design, replacement design, construction engineering inspection, and construction management.

Work Details
The services required under this contract include:
1. Inspection services (including underwater inspections);
2. Investigation services;
3. Testing services;
4. Structure repair and rehabilitation analysis and design;
5. Structure replacement design;
6. Construction engineering inspection;
7. Construction management.

These services will primarily focus on bridges but may also extend to miscellaneous structures such as signal poles and seawalls. The total maximum payable fee for these services is estimated at $12,000,000, which will be divided equally among the selected firms over a three-year term.

Period of Performance
The contract will be performed over a three-year term with work orders assigned as individually negotiated tasks.

Place of Performance
The geographic location for the performance of this contract will primarily be within Hillsborough County, Florida.

Bidder Requirements
Bidders must comply with the following requirements:
1. Must utilize E-Verify for employment eligibility verification;
2. Must have a legally authorized workforce;
3. Must comply with Small Business Enterprise (SBE) participation goals of at least 10% for bonus points in evaluation;
4. Must submit executed Letters of Intent for SBE subcontractors listed in their proposal;
5. Must maintain insurance coverage as specified in Attachment A – Insurance Requirements.
