Background
The Broward County Transportation Department (BCT) is seeking to establish an open-end contract for mid-life rolling stock repower overhaul services for its bus fleet. The goal of this contract is to ensure the operational efficiency and safety of approximately 198 heavy-duty buses, which include various models ranging from 35-foot to 60-foot articulated buses. The services will be performed in accordance with specified standards and requirements set forth by the County and the Federal Transit Administration (FTA).
Work Details
The contractor will provide all labor, materials, equipment, services, and incidentals necessary for the repower overhaul services. This includes:
- Replacement or overhaul of engines (new or remanufactured Cummins engines)
- Replacement or rebuilding of transmissions (Voith, Allison, ZF)
- Replacement of chassis components including drive axles, brakes, steering and suspension systems
- Replacement of emissions systems and electrical wiring
- Renewal of cooling systems including radiators and hoses
- Comprehensive inspections and repairs on HVAC systems, driveline components, air compressors, alternators, fuel systems, exhaust systems, hydraulic systems, brake systems, wiring harnesses, corrosion protection measures, and installation of new mud flaps and splash aprons.
All work must comply with OEM specifications.
Period of Performance
The initial contract period will commence upon award and will last for three years. The Director of Purchasing may renew the contract for two additional one-year periods based on vendor performance.
Place of Performance
Services will be performed at Broward County transit facilities located at:
- 3201 West Copans Road, Pompano Beach, FL 33069
- 5440 Ravenswood Road, Dania Beach, FL 33312.
Bidder Requirements
Vendors must possess a valid Florida Department of Agriculture & Consumer Services Motor Vehicle Repair Shop Registration as well as a Broward County Motor Vehicle Repair License. Vendors are required to have a minimum of three years' experience in performing similar services. Additionally, vendors must provide proof of certifications from Cummins for engine work and from Voith/Allison/ZF for transmission work. Insurance requirements include:
- General liability coverage with minimum limits of $1 million per occurrence and $2 million aggregate;
- Auto liability coverage;
- Workers' compensation;
- Employer's liability;
- Garage keepers' legal liability if vehicles are left in the vendor's care.
