Description

The County of Volusia, Florida, is soliciting proposals for comprehensive banking services to support both County operations and the accounts of Constitutional Officers. The scope of work includes establishing a full-service banking relationship that covers a range of specialized accounts. These include a Pooled Cash Account for daily balance concentration, zero-balance accounts for Accounts Payable and Payroll with positive-pay protection, utility payment processing accounts, corrections inmate funds management, and operational accounts for facilities such as Corrections. The solicitation also requires separate banking services for the Tax Collector, Supervisor of Elections, and Property Appraiser, as well as other specialized accounts for various County functions. This Request for Proposals (RFP) is issued by the County of Volusia, Florida, to identify a qualified financial institution capable of meeting the County's comprehensive banking needs. The County also requires the elimination of float time, maximization of interest earnings through sweep arrangements, and secure, efficient processing of approximately 2,800 direct deposit payroll transactions biweekly and 75-125 weekly ACH vendor payments. Respondents should demonstrate their experience and capabilities in government banking, regulatory compliance, and their ability to serve both the County and multiple Constitutional Officers with varying needs.
