Banking and Ancillary Services

Background
The Clerk of the Court and Comptroller of Miami-Dade County is issuing this Request for Information (RFI) to gather industry insight on the provision of banking and ancillary services for multiple local government entities. The Clerk, as custodian of public funds, is responsible for managing financial operations on behalf of Miami-Dade County and its constitutional officers.

The goal of this RFI is to inform a future solicitation that reflects best practices and operational needs, ensuring efficiency, security, and value in banking services.

Work Details
The RFI seeks feedback on the provision of banking and related ancillary services categorized into four groups:

- **Group A**: General Operating Accounts, Payroll Accounts, and other related accounts for the Clerk, County, and Constitutional Officers.
- **Group B**: Merchant Processor Services including credit card and eCheck processing across various payment channels.
- **Group C**: Retail Lockbox Services for tax collection and utility fees.
- **Group D**: Safekeeping Services.

Respondents are encouraged to provide insights on service models, technological advancements, and operational considerations.

Period of Performance
The contract resulting from this RFI will have an initial term of five years with an option for one additional five-year renewal at the Clerk's discretion.

Place of Performance
Services will be performed within the geographic boundaries of Miami-Dade County.

Bidder Requirements
Proposers must be qualified financial institutions with headquarters or regional offices located within Miami-Dade County. There are no universal minimum qualification requirements; they are specific to each group proposed.
