Background
The City of Fort Lauderdale’s Development Services Department, Urban Design and Planning Division has been awarded a grant through the Florida Department of State, Division of Historical Resources, to conduct an intensive level architectural resource survey. The objective is to prepare an architectural resource survey report and complete Florida Master Site File forms for historically significant areas and individual structures in the Edgewood and River Oaks neighborhoods. These neighborhoods collectively contain approximately 2000 properties over 50 years old.
Work Details
The awarded Architectural Resource Survey Consultant shall perform the following services:
1. ARCHIVAL RESEARCH: Conduct archival research including reviewing Sanborn Maps, aerial photographs, past permit records, documents maintained by the Fort Lauderdale Historical Society, historic photographs, and prior surveys.
2. FIELD WORK: Perform field work to photograph and collect data on current conditions using a digital platform such as ArcGIS Survey 123.
3. SURVEY REPORT: Develop an architectural resource survey report with historic narratives and high-quality images, evaluating data for eligibility as a local historic district or inclusion on the National Register of Historic Places.
4. FLORIDA MASTER SITE FILE FORMS: Prepare and submit approximately 250 Historic Structure Forms and Historic Resource Group Forms to the Florida Master Site File.
5. GENERAL REQUIREMENTS: Include information on existing flood zones; create GIS maps and CSV data files; maintain organized digital files; ensure timely responses to City requests; meet with City staff as needed.
Period of Performance
The grant period ends on June 30, 2026. Key milestones include vendor selection by August 2025, data preparation from September to November 2025, field survey in December 2025 - January 2026, draft report preparation from February to March 2026, and final report delivery by June 30, 2026.
Place of Performance
The contract will be performed in the Edgewood and River Oaks neighborhoods of Fort Lauderdale, Florida.
Bidder Requirements
Consultants must meet professional standards set by the National Park Service (36 CFR Part 61) and have experience leading at least one architectural resource survey while producing a corresponding report. They must also complete Florida Master Site File forms in compliance with Chapter 1A-46 of the Florida Administrative Code. Additionally, consultants must register as a vendor with the City of Fort Lauderdale, complete a W-9 Form with valid Tax Payer Identification Form, provide a certificate of insurance, and be a registered corporation with active status in Florida.
