Anti-Human Trafficking Media Campaign

Work Requested:
The County seeks the continuation of an anti-human trafficking media campaign and related services. The work includes:

• Ongoing development and execution of a media campaign to increase public awareness of how human trafficking occurs and who is at risk.
• Dissemination of information regarding victim assistance resources.
• Community engagement to rally support for stopping human trafficking, recognizing the signs, and reporting suspected activity.
• Empowering individuals with knowledge and actionable steps to unite the community and enhance public safety.

Who is Requesting:
This solicitation is issued by Hillsborough County, specifically on behalf of the Hillsborough County Commission on Human Trafficking.

Background:
Hillsborough County intends to recommend the award of a sole source procurement to FKQ Marketing, Inc. The contract will cover services from the effective date of the blanket purchase agreement through September 30, 2026, with an estimated value of $200,000.00. FKQ Marketing, Inc. has demonstrated specialized expertise within Hillsborough County, having previously provided advertising and marketing campaigns to address human trafficking, including the current Don't Buy It Tampa Bay campaign.

Contract Requirements:
This procurement is conducted in accordance with Sections 3-205(2)(g) and 3-208(1)(o) of the County's Procurement Policy. The County reserves the right to:

• Extend the contract period beyond the initial term.
• Adjust the scope of services in response to changing conditions and updated requirements.
• Increase the award amount as needed.
