Description

THIS IS NOT A REQUEST FOR BID OR PROPOSAL. THIS IS STATUTORILY MANDATED FIFTEEN BUSINESS DAY ADVERTISEMENT OF AN INTENDED SINGLE SOURCE PROCUREMENT BY FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION (DEP).

Background
The Florida Department of Environmental Protection (DEP) is issuing a single source procurement for health insurance coverage for AmeriCorps members under the Florida Conservation Corps (FLCC) program. This program, which has been in operation for 28 years, utilizes federal grant funds from AmeriCorps to support various environmental initiatives. The goal of this contract is to provide affordable health insurance that meets specific requirements mandated by the AmeriCorps program.

Work Details
The contract involves providing a Group Health Insurance Policy (UNSPSC Code: 64122102) for AmeriCorps members. The coverage must include:
- Physician services for illness or injury
- Hospital room and board
- Emergency room care
- X-ray and laboratory services
- Prescription drugs
- Limited mental/nervous disorders coverage
- Limited substance abuse coverage
- An annual deductible of no more than $750 per member
- A maximum total annual out-of-pocket expense of no more than $4,250 per member
- A 20% co-pay for in-network care and a 50% co-pay for out-of-network care
- A maximum benefit of at least $50,000 per occurrence.
The insurance must be provided for a term of 11 months and cannot be renewed or extended.

Period of Performance
The contract will be performed over a period of 11 months.

Place of Performance
The health insurance coverage will be provided to AmeriCorps members serving in various locations across Florida as part of the Florida Conservation Corps.

Bidder Requirements
The intended single source provider is Special Markets Insurance Consultants, Inc. (SMIC), which is the only company authorized by The Corps Network to offer affordable medical coverage that aligns with AmeriCorps provisions. SMIC's plan is compliant with the Affordable Care Act and provides Minimum Essential Coverage.
