Description

Background
The Florida Municipal Power Agency (FMPA) is a non-profit, governmental, wholesale electric utilities company formed in February 1978 to serve the needs of municipal electric utilities in Florida. The agency aims to promote competitive bidding and provide services to its 33 member municipalities. This Request for Proposals (RFP) seeks an artificial intelligence (AI) enabled utility infrastructure data collection system that will enhance GIS-ready utility system inventory and infrastructure data collection.

Work Details
The selected vendor will provide an AI-enabled utility infrastructure data collection system that offers an end-to-end solution for GIS-ready utility system inventory and infrastructure data collection. The system must utilize georeferenced imagery and/or spatial capture technologies to accurately document poles, attachments, conductors, equipment, and related assets. The goal is to reduce manual field time while improving data completeness, consistency, and repeatability across large service territories. FMPA is seeking multiple vendors to provide these services for one or more member utilities located throughout Florida.

Period of Performance
The contract will commence upon award and will continue as needed based on the terms of the Master Services Agreement established with the selected vendor(s). Specific timelines for project completion will be determined through individual Purchase Orders issued by participating members.

Place of Performance
Services will be performed throughout the state of Florida, covering all FMPA member municipalities from the Florida panhandle to Key West.

Bidder Requirements
Bidders must demonstrate expertise and experience in providing similar services, particularly with utilities. They are required to submit a Proposer Information Form along with references from previous projects. Additionally, bidders are encouraged to utilize certified minority and women-owned business enterprises (M/WBE) as subcontractors where feasible.
