Affordable Lot Disposition Program

Background
The Affordable Lot Disposition Program was initiated by the City of St. Petersburg in 2018 to utilize vacant city-owned land for affordable housing. The program aims to construct affordable single-family and multi-family homes for residents earning at or below 120% of the Area Median Income (AMI).

It has successfully led to the construction of over thirty affordable homes, primarily in the South St. Petersburg Community Redevelopment Area (CRA).

Work Details
The City is seeking qualified developers to construct affordable single-family or multi-family homes on city-owned lots. Developers will lease these lots under a Lease and Development Agreement, with the goal of constructing and selling affordable housing units.

Developers must apply for all necessary permits within three months from the lease commencement date, have them approved within six months, and obtain a certificate of occupancy within eighteen months after permit issuance. The developer is responsible for listing, marketing, and selling the homes, maintaining insurance as required under the agreement, and providing a list of subcontractors used during development. A nominal rent of $18 will be charged for the first 18 months, increasing to $500 per month thereafter.

Period of Performance
The contract period includes a qualification period of three years for pre-qualified vendors, with specific timelines for permit applications (3 months), permit approvals (6 months), inspections (3 months post-permit), and obtaining a certificate of occupancy (18 months post-permit).

Place of Performance
The work will be performed on city-owned lots located in St. Petersburg, Florida.
