Description

UF is seeking proposals from firms (awarded under ITN21LD-125) that have experience in fee development projects, real estate development projects, and other higher education development projects.
Background
The University of Florida (UF) is a major public land-grant and sea-grant research university, recognized as the state's oldest and largest university. UF is expanding its reach by establishing a new campus in Jacksonville, Florida, which will focus on graduate programs in various fields including business, engineering, law, medicine, and architecture.

The campus will also support an applied research enterprise centered on semiconductor technology through the Florida Semiconductor Institute (FSI). This initiative aims to enhance the state's position in specialty electronics and coordinate its semiconductor ecosystem. The project includes the renovation of an existing facility at 801 Bay Street and the construction of new buildings to accommodate academic programs and community spaces.

Work Details
The selected Proposer will provide advisory services that include:
- Project management support activities, including development of a project schedule and implementation.
- Assistance with continued program development by engaging with University stakeholders and analyzing similar developments at peer institutions.
- Preparation of a detailed Invitation to Negotiate (ITN) for selecting the fee developer team for the project, covering:
(1) creation of a master development plan for the entire project site;
(2) construction of one or more buildings on initially acquired vacant parcels.
- Administration and oversight of the review and selection process.
- Coordination with Redevelopment Agreement requirements such as development deadlines and subcontracting goals.
- Participation in meetings with University and City stakeholders as requested.
- Development and negotiation assistance for various project documents including pre-development agreements.
- Financial advisory services including analysis of development budgets, pro formas, and financial models.

Additionally, the Proposer may be asked to provide further services such as determining target populations for campus programming, analyzing operating expenses for optimized management, and supporting additional phases of campus growth.

Period of Performance
The contract work is anticipated to begin upon selection of the Proposer following interviews scheduled for May 12, 2025. The initial ownership transfer of properties is expected around July 2025, with ongoing development projected over several years based on enrollment growth.

Place of Performance
The contract will be performed at the new UF Jacksonville Campus located in the LaVilla District of downtown Jacksonville, Florida.

Bidder Requirements
Proposers must have been awarded under ITN21LD-125 and demonstrate specific experience in fee development projects, real estate development projects, higher education development projects, or similar types. They must also comply with all applicable state laws regarding foreign ownership concerns.
