26-033 Three (3) Year Contract for Temporary Employee Services

Background
The City of Pensacola, Florida, is seeking to award a three-year contract for temporary employment services.

The purpose of this Invitation to Bid (ITB) is to engage qualified professional firms that can provide temporary personnel on an as-needed basis across various types and categories. The City aims to utilize multiple agencies to ensure timely fulfillment of its temporary staffing needs. If selected agencies are unable to meet these needs, the City reserves the right to reach out to other agencies.

Work Details
The contract will require the provision of temporary employment services for various personnel types as needed by the City.

Bidders must submit proposals that include hourly rates, bill rates, total rates, and percent markup on the provided forms. Proposals should also detail staff qualifications and experience, including references from at least three similar projects. The City estimates a total of 25,000 hours of temporary service needed annually. Criminal background checks and pre-employment drug screenings are mandatory for all temporary employees before deployment.

Period of Performance
The contract will be effective for three years from the date of execution with an option for three one-year renewals. Prices will remain firm for one year each.

Place of Performance
Services will be performed within the geographic limits of the City of Pensacola, Florida.

Bidder Requirements
Bidders must have a local office in Pensacola with regular hours (8:00 A.M. to 5:00 P.M., Monday through Friday). They must possess all necessary licenses and registrations required by federal, state, and local laws. Additionally, bidders are required to comply with E-Verify regulations and must not be debarred or suspended from contracting with any federal agency.
