26-009 Prof. Engineering Services - Design of Sidewalk on E Maxwell St from N Hayne St to N 12th Ave

Background
The City of Pensacola, Florida, is seeking professional engineering services for the design of a sidewalk on East Maxwell Street from North Hayne Street to North 12th Avenue. This project aims to enhance pedestrian accessibility by constructing an ADA-compliant 6-foot sidewalk over approximately 0.57 miles.

The City emphasizes the need for high-emphasis crosswalks and anticipates potential lane narrowing and curb reconstruction due to right-of-way constraints. The project is federally funded with assistance from the Florida Department of Transportation (FDOT), and only firms prequalified by FDOT to perform Work Type 3.1 Minor Highway Design will be considered.

Work Details
The selected engineering firm will provide a range of services including:
1. Surveying: Conducting route surveys, locating above-ground features, collecting topographic data, identifying existing utilities, and performing field location of right-of-way limits.
2. Geotechnical Investigation: Performing necessary field work and laboratory investigations to ensure structural soundness.
3. Engineering: Preparing design plans in accordance with FDOT standards, developing traffic control plans, conducting field reviews, preparing contract documents and specifications, coordinating with utility companies, attending technical meetings, ensuring quality control, obtaining necessary permits, and conducting public meetings.
4. Deliverables include sets of design plans at various stages (30%, 60%, 90%, and 100%), a signed and sealed design booklet, and construction cost estimates after each design phase.

Period of Performance
The contract period is expected to last until all deliverables are completed satisfactorily. Key milestones include submittal deadlines for qualifications by January 13, 2026; distribution of materials by January 20, 2026; written submittal ranking by January 29, 2026; oral presentations on February 18, 2026; and final scores submitted to FDOT for review on February 19, 2026.

The work will be performed in Pensacola, Florida along East Maxwell Street within the City right-of-way.

Bidder Requirements
Firms must be prequalified by FDOT for Work Type 3.1 Minor Highway Design. Submittals must include a signed original plus five copies and one electronic copy in PDF format. Respondents must demonstrate qualifications related to the scope of services required and provide resumes for key personnel assigned to the project.
