25-025 Three Year Contract to Conduct Natural Gas Distribution Sys. Locating Svcs for P'cola Energy

Background
The City of Pensacola, Florida, operates several public enterprise departments, including Pensacola Energy, which is responsible for the natural gas utility. The City aims to minimize damage to its gas distribution facilities through a comprehensive Damage Prevention Program (DPP). This program includes compliance with state and federal regulations regarding underground utility damage prevention.

The contract seeks to engage qualified contractors to provide locating services for the natural gas distribution system, which consists of approximately 52,000 customer services and over 1,800 miles of mains in Escambia County, Florida.

Work Details
The contractor will provide utility locating services for Pensacola Energy's natural gas distribution system. Responsibilities include:
1. Receiving and responding to excavation notices via Sunshine 811.
2. Furnishing all necessary labor, supervision, tools, materials (including paint and flags), equipment, and transportation.
3. Marking underground facilities in compliance with Florida laws and City specifications.
4. Maintaining records of all locate requests for two years.
5. Ensuring personnel are proficient in using approved locating devices and methods.
6. Conducting investigations into any damages caused by inaccurate locates and providing reports.
7. Complying with all applicable laws and regulations related to utility locating.

Period of Performance
The contract will be executed over a three-year period starting from the date of award.

Place of Performance
Services will be performed within Escambia County, Florida.

Bidder Requirements
Bidders must comply with the following requirements:
- Possess all necessary licenses and registrations to operate in Florida.
- Participate in the Pipeline and Hazardous Materials Safety Administration (PHMSA) drug testing program.
- Provide proof of training for personnel involved in locating services.
- Submit quarterly PHMSA Drug & Alcohol statistics reports as part of their proposal.
