Background
The City of Pensacola's Development Services Department is seeking to complete an update (Phase 2) of the existing Land Development Code (LDC) based on the findings of the LDC Assessment Recommendations report (Phase 1). The primary goals of the Phase 2 update are to reorganize sections of the code to address duplicative or conflicting issues, clarify and consolidate language, streamline development processes, update obsolete regulations, and increase the overall efficiency of the LDC.
The City’s first Zoning Ordinance (LDC) was adopted on February 25, 1947, with amendments made over the years. The most recent amendment was in 2022. An update is necessary for a more cohesive review process for land development and redevelopment.
Work Details
The consultant will provide services for the amendment or re-write of the City of Pensacola’s Land Development Code (LDC). Key tasks include: conducting community engagement activities, preparing a community engagement campaign including project branding, developing a branded project website, creating online survey tools for community feedback, establishing an online forum for discussions, and developing an interactive mapping tool for public comments.
The consultant will also identify controversial items that may require separate ordinances and ensure that amendments align with the City’s Comprehensive Plan. Following completion of the primary work product, ongoing services will be provided on an as-needed basis for continued code updates and analysis.
Period of Performance
The contract will be performed over a period of five (5) years following the completion of initial analysis and recommendations.
