Workplace Safety Site Inspectors

Background
The State of Delaware Department of Insurance is seeking professional services for Workplace Safety Site Inspectors as part of the Delaware Workplace Safety Program. This program aims to enhance worker health and safety while providing lower insurance premiums for qualifying employers. The RFP is issued under 29 Del. C. §§ 6981 and 6982, and aims to establish testing and inspection procedures to determine employer qualifications for premium credits.

Work Details
Inspectors will conduct safety inspections that include a physical walk-through of the premises and a thorough review of workplace injuries from the past three years. This review will encompass outcomes, reports, findings, and safety measures taken by the employer. Inspectors must provide a report and recommendation on whether the employer should receive a workplace safety credit within 30-45 business days after assignment. They are also required to submit invoices within ten business days post-inspection completion.

Period of Performance
The contract will be performed over a period of three years with two optional one-year extensions.

Place of Performance
The inspections will take place at various employer locations throughout the State of Delaware.

Bidder Requirements
Vendors must have at least three years of relevant experience in workplace safety inspections and hold current OSHA certifications (10-hour or 30-hour general industry training, construction training, Hazard Communication standard training). Vendors must also provide proof of Delaware business licensure prior to contract execution.
