Ultra-Low Sulfur Diesel

Background
The State of Delaware, through the Office of Management and Budget, is issuing an Invitation to Bid (ITB) for Ultra-Low Sulfur Diesel under Contract No. GSS26550-ULSD.

The contract aims to provide Ultra-Low Sulfur Diesel to various state agencies and other eligible entities, ensuring compliance with environmental regulations and supporting the state's operational needs.

Work Details
The contract will cover the supply of Ultra-Low Sulfur Diesel fuel for all State Agencies and shall be accessible to any School District, Political Subdivision, Municipality, Volunteer Fire Company, or higher education entity receiving state funds.

The contract is mandatory for covered agencies as defined in Delaware Code. Vendors must ensure that the fuel provided meets all applicable specifications and standards for quality and performance. Prices must be quoted in U.S. Dollars and shall remain firm for the duration of the contract.

Period of Performance
The contract will be valid for a three-year period from October 15, 2026, through September 30, 2029.

There is an option to renew for three additional one-year periods through negotiation initiated no later than ninety days prior to the termination of the current agreement.

Place of Performance
The delivery locations will include various state agencies across Delaware as specified in individual purchase orders issued under this contract.

Bidder Requirements
Bidders must comply with all applicable laws and regulations, including obtaining a State of Delaware Business License prior to receiving an award.

Insurance requirements include Worker’s Compensation, Commercial General Liability ($1 million per occurrence), Automotive Liability Insurance ($1 million combined single limit), among others. A Bid Bond requirement has been waived for this solicitation.
