Temporary Tag Program

Background
The Delaware Department of Transportation is seeking proposals for an all-inclusive temporary dealer tag system for the Division of Motor Vehicles. The current hard copy registration system for temporary vehicle tags has potential for fraud. The state desires to implement an automated system that can print temporary tags at various locations and record the issuance in a state-owned database.
The proposed system must be capable of quickly and accurately determining the validity of any temporary tag applied to any vehicle and must contain security features to reveal counterfeit or fraudulently altered tags. Additionally, the system must be configurable to allow for changes in expiration dates, fees, policy, rules, and statutes including emergency situations.

Work Details
The contractor is expected to provide an all-inclusive temporary dealer tag system for the Division of Motor Vehicles. This includes implementing an automated system that can print temporary tags at various locations such as dealers, auction houses, state offices, or other approved vendors and record the issuance in a state-owned database.
The system must be capable of quickly and accurately determining the validity of any temporary tag applied to any vehicle and must contain security features to reveal counterfeit or fraudulently altered tags. Additionally, the system must be configurable to allow for changes in expiration dates, fees, policy, rules, and statutes including emergency situations.

Period of Performance
The contract has a three-year term with two possible one-year extensions. The submission due date/time is Thursday, July 25, 2024 no later than 2:00 P.M. Local Time.

Place of Performance
The contract will be performed at various locations such as dealers, auction houses, state offices, or other approved vendors where temporary tags are issued.
