Background
The Delaware State Housing Authority (DSHA) is seeking proposals from qualified consultants to provide technical assistance to local jurisdictions involved in a pilot program established by Senate Joint Resolution (SJR 8) aimed at implementing zoning and land use reforms. Work Details

6) Establish an inclusionary zoning program for affordable and workforce housing;
7) Allow higher density mixed-use developments in commercial zones.

Additionally, the consultant will conduct a Zoning and Regulatory Framework Analysis, identifying regulations that hinder diverse housing options, draft necessary land use code amendments, facilitate public outreach efforts, and provide monthly progress updates to the Housing Reform Committee.

Period of Performance
The project is anticipated to last between 9 to 12 months, starting from the contract signing date, which is expected no later than January 2nd.

Place of Performance
The contract work will be performed across various municipalities in Delaware participating in the pilot program.

Bidder Requirements
Proposals must demonstrate experience working with local officials on land use strategies, familiarity with Delaware's planning environment, ability to draft tailored zoning policies, willingness to collaborate with local stakeholders, and capacity for public education efforts.
