Technical Assistance to Local Government in Implementing Land Use Reform

Background
The Delaware State Housing Authority (DSHA) is seeking proposals from qualified consultants to provide technical assistance to local jurisdictions involved in a pilot program established by Senate Joint Resolution (SJR 8) aimed at implementing zoning and land use reforms. This initiative is part of a broader effort to address critical housing challenges in Delaware, where there is a significant shortage of affordable rental units and a need for increased housing supply to accommodate population growth. The DSHA's mission includes promoting diverse housing types and addressing barriers posed by local zoning ordinances.

Work Details
The consultant will coordinate with municipalities to develop, adopt, and implement selected zoning reforms from the following strategies:

1) Allow Accessory Dwelling Units and/or 'missing middle' housing types as permitted uses in residential zones;
2) Permit manufactured and/or modular homes where single-family detached homes are allowed;
3) Create pre-reviewed design plans for 'missing middle' housing types;
4) Increase allowable density by reducing minimum lot sizes and bulk standards;
5) Raise building heights for multifamily/mixed-use developments;
6) Establish an inclusionary zoning program for affordable and workforce housing;
7) Allow higher density mixed-use developments in commercial zones.

Additionally, the consultant will conduct a Zoning and Regulatory Framework Analysis, identifying regulations that hinder diverse housing options, draft necessary land use code amendments, facilitate public outreach efforts, and provide monthly progress updates to the Housing Reform Committee.

Period of Performance
The project is anticipated to last between 9 to 12 months, starting from the contract signing date, which is expected no later than January 2nd.

Place of Performance
The contract work will be performed across various municipalities in Delaware participating in the pilot program.

Bidder Requirements
Proposals must demonstrate experience working with local officials on land use strategies, familiarity with Delaware's planning environment, ability to draft tailored zoning policies, willingness to collaborate with local stakeholders, and capacity for public education efforts. Additionally, bidders must have insurance coverage of at least $1 million for professional liability and be licensed for business in Delaware.
