Description

State of Delaware's Employee Assistance Program
Background
The State of Delaware, Department of Human Resources (DHR), on behalf of the State Employee Benefits Committee (SEBC), seeks professional services to administer its Employee Assistance Program. The SEBC has control and management of all employee benefits, including the selection of carriers or third-party administrators necessary to provide coverage to State employees and non-Medicare and Medicare retirees.

Work Details
The Employee Assistance Program (EAP) is designed to provide services to active employees, pensioners, and their dependents who are enrolled in a non-Medicare health insurance plan. The vendor is required to provide assistance in areas such as work/life balance, personal well-being, workplace safety/productivity, childcare, and adult care. The services are available seven days a week, 24 hours a day, and contacts are completely confidential and provided at no cost to the member.
The State is seeking an EAP partner that can provide consultative communications support by proactively developing an action plan for driving meaningful incremental engagement in the EAP.

Period of Performance
The RFP was released on July 15, 2024, with proposals due by August 22, 2024. The notification of finalists is scheduled for September 17, 2024.

Place of Performance
The services are primarily for the benefit eligible plan participants located within the State of Delaware.
