Background
Delaware State University (DSU) is seeking Statements of Qualifications (SOQ) from qualified development teams to engage in a Public-Private Partnership (P3) for the design, build, finance, operation, and maintenance of a new student housing facility.
The goal is to create high-quality, financially sustainable housing that supports enrollment growth and enhances campus life.
The University is prepared to invest up to $1,000,000 in support of this project, pending final negotiations and approvals.
Work Details
The selected developer will be responsible for the development of approximately 70 beds in a new student housing facility. This includes:
- A unit mix comprising 15 two-bedroom units (30 beds) and 10 four-bedroom units (40 beds).
- Common areas such as study lounges, fitness spaces, and community areas.
- Supporting infrastructure and site improvements.
The project will be located on University-owned property with additional site details provided during the RFP phase. The developer will operate under a long-term ground lease structure and will assume primary responsibility for project financing while ensuring alignment with University standards.
Period of Performance
The proposed schedule includes due diligence from Q4 2025 to Q2 2026, entitlements and financing from Q1 to Q3 2026, construction start in Q4 2026, and target completion by Q3 2028.

The project will be executed on University-owned property located in Kent County, Delaware.
Bidder Requirements
Respondents must demonstrate relevant experience with student housing developments and P3 projects of similar scale. They should provide evidence of financial strength and capacity, including access to equity and debt capital. Additionally, respondents must comply with all applicable federal, state, and local laws and regulations. Specific insurance coverage and bonding requirements will be outlined in the RFP.
