PSC Wind Consulting Services

Background
The Delaware Public Service Commission (PSC) is seeking professional consulting services to assist its staff in reviewing and evaluating wind energy solicitations and procurements as part of the Delaware Energy Solutions Act of 2024.

The PSC aims to create a pool of consultants for efficient engagement in regulatory matters related to wind energy, including economic, environmental, and market issues. The PSC is constrained by its annual spending authority approved by the Delaware General Assembly, which limits total expenditures on outside consulting services.

Work Details
Vendors may be required to perform the following tasks:
1. **Economic and Environmental Wind Issues**: Review, analyze, and provide recommendations on economic, environmental, and system reliability issues associated with offshore wind projects.
2. **Transmission Siting for Wind**: Review, analyze, and provide recommendations on siting transmission lines for offshore wind projects.
3. **General Research and Analysis**: Draft regulations and conduct research related to wind energy supply, PJM market issues, rates, and other relevant topics.

Additionally, vendors may need to draft testimony for Commission dockets, review reports and filings, provide negotiation support for disputes involving public utilities, consult on regulatory strategy, participate in meetings, and draft regulations.

Period of Performance
The contract will be for a term of three (3) years with two (2) optional one-year extensions.

Place of Performance
The services will be performed primarily within the State of Delaware.
