Background
The State of Delaware, Office of Auditor of Accounts (AOA), is seeking professional services from qualified certified public accounting firms to perform audit engagements for various State agencies. This Request for Proposal (RFP) is issued in accordance with Delaware law and aims to secure auditing services for a two-year period starting July 1, 2025, with an option to renew for two additional years. The goal is to ensure compliance with financial regulations and improve the efficiency of state operations.

Work Details
The selected firm will provide a range of professional governmental auditing services including:
- Financial audits to ensure accuracy and compliance with accounting standards.
- Internal control audits to evaluate procedures that ensure financial accuracy and compliance with laws.
- Compliance audits to verify adherence to applicable laws and regulations.
- Performance audits assessing the efficiency and effectiveness of state programs.
- Forensic audits investigating financial discrepancies or fraud.
- IT audits ensuring data integrity and security.
- Grant audits verifying proper management of grant funds.
- Special investigations as requested by AOA. Each engagement will be billed based on actual hours worked, not at a fixed price.

Period of Performance
The contract will commence on July 1, 2025, for a term of two years, with the possibility of renewal for two additional one-year periods, subject to satisfactory negotiation and funding availability.

Place of Performance
The services will be performed in various locations as required by the engagements assigned by the AOA across the State of Delaware.

Bidder Requirements
Firms must hold valid Delaware CPA licenses or equivalent licenses from other jurisdictions, possess a current Delaware business license, and demonstrate experience in governmental auditing. The proposal must include a Non-Collusion Statement and certify that no part of the work will be subcontracted without prior approval from AOA.
