Lottery Market Research

Background
The Delaware Lottery, part of the State of Delaware, is seeking professional services to conduct market research to support its lottery sales, products, and marketing efforts. This initiative aims to enhance the Lottery's understanding of consumer behavior and preferences as it approaches its 50th year of operation. The contract will facilitate research that informs strategic decisions regarding lottery offerings and promotional activities.

Work Details
The selected vendor will conduct a minimum of four separate Assigned Research Studies over a two-year base period. The studies will include:
1) Delaware Resident Study;
2) Ticket Lottery Player Study.

Each study will involve various methodologies such as online surveys, focus groups, telephone surveys, in-person interviews, and biometric research. Specific areas of focus include corporate image perceptions, game awareness and participation, messaging effectiveness, gaming behaviors, and demographic analysis of players. The vendor will also be responsible for questionnaire development, data collection, analysis of results, and presentation of findings in executive summaries.

Period of Performance
The contract will be performed over a two-year base period with potential extensions for an additional two years at the discretion of the Delaware Lottery.

Place of Performance
The services will primarily be conducted within the State of Delaware.

Bidder Requirements
Vendors must possess a valid Delaware business license or initiate the application process prior to contract execution. They must provide proof of insurance covering various liabilities as specified in the RFP. Vendors are required to submit detailed information about their experience in providing similar services within the last five years and disclose any past contract terminations or litigation history.
