Laboratory Equipment Maintenance

Background
The State of Delaware Department of Health and Social Services, Division of Public Health, is seeking professional services for Laboratory Equipment Maintenance. The mission of the Division is to protect and enhance the health of the people of Delaware by addressing health issues, promoting positive lifestyles, and ensuring the availability of health services.

This RFP aims to establish contracts with original equipment manufacturers (OEMs) for specialized laboratory equipment maintenance services. This will facilitate direct contracts for maintenance projects that exceed the State’s procurement threshold.

Work Details
The scope includes specialized laboratory equipment maintenance services with a focus on minimizing equipment downtime, ensuring high-quality service, and achieving cost savings. The RFP encourages participation from OEMs who may not typically engage in broader statewide Equipment Maintenance Management Programs (EMMPs).

Bidders are expected to provide maintenance for specific manufacturers' equipment as listed in Appendix A. All components listed in Appendix B are mandatory.

Period of Performance
The contract term will be three years with two optional one-year extensions contingent on funding and additional needs. The estimated project begin date is March 1, 2026.

Place of Performance
Services will be performed at various State of Delaware laboratory entities as specified in the contract.

Bidder Requirements
Bidders must provide proof of Delaware licenses or certifications necessary to perform the required services. They must carry insurance including Worker’s Compensation, Commercial General Liability ($1 million per occurrence), Automotive Liability Insurance, and either Medical/Professional Liability or Product Liability insurance ($1 million per occurrence).

Vendors must also submit business references and comply with all RFP requirements.
