Independent Verification and Validation Services for ERP Modenization Project

Background
The State of Delaware Department of Government Support Services is seeking professional services for Independent Verification and Validation (IV&V) related to the implementation of a new statewide Enterprise Resource Planning (ERP) system. This initiative aims to enhance the State's Payroll/Human Capital Management (PHCM) and Financial Management System (FMS) along with other integrated applications. The selected vendor must have extensive public sector experience in managing large-scale ERP projects and will provide independent oversight to ensure project health and compliance with established goals.

Work Details
The vendor will provide IV&V services that include:

- Developing an IV&V project work plan
- Reviewing state requirements and evaluating vendor proposals
- Assisting in contract negotiations
- Analyzing project plans and timelines
- Providing ongoing oversight and quality assurance
- Reviewing vendor contracts for compliance
- Evaluating risk management strategies
- Assessing system design against industry standards
- Verifying testing procedures
- Evaluating data conversion plans
- Assessing security measures
- Reviewing organizational change management strategies
- Providing training insights.

Deliverables include monthly reports, a final IV&V report, project plan reviews, requirements validation, system design assessments, data migration verification, test strategy reviews, interface testing evaluations, security assessments, performance assessments, change management reviews, and pre-deployment assessments.

Period of Performance
The contract term is five years with three optional one-year extensions.

Place of Performance
The contract will be performed within the State of Delaware.
