Enterprise Asset Management System

Background
The Delaware Department of Transportation (DelDOT) is responsible for the planning, construction, operation, and maintenance of the state’s multimodal transportation network, which includes roadways, bridges, traffic systems, facilities, and transit infrastructure.

DelDOT is committed to ensuring efficient, transparent, and sustainable asset management across the agency. Currently using IBM Maximo for asset management across several divisions, DelDOT is exploring potential system enhancements or a new solution to support a unified enterprise-wide asset management strategy that meets operational and strategic needs.

Work Details
DelDOT seeks information on Enterprise Asset Management (EAM) systems that can support a comprehensive approach to managing the full lifecycle of transportation infrastructure assets. Key functionalities desired include:

- Centralized asset inventory for all asset types
- Lifecycle management tools
- Maintenance management capabilities
- Inspection and condition assessment workflows
- Performance tracking aligned with federal and state requirements
- Capital planning and budgeting support
- Risk-based decision-making tools
- Geospatial integration with GIS
- Mobile access for field operations
- Interoperability with other systems
- Reporting and analytics capabilities
- Payroll integration
- Multi-organization/multi-site capability
- Configurable user interface.

Period of Performance
Responses are due on or prior to Thursday, December 26, 2025, with possible presentations in January 2026.

Place of Performance
The contract will be performed within the State of Delaware.

Bidder Requirements
Vendors must provide a description of their organizational structure, experience in providing similar services, successful installations of EAM systems, and business references. Responses should include details about the company's understanding of EAM systems and any enhancements or additional services offered.
