Background
The State of Delaware, through the Department of Health and Social Services, Division of Substance Abuse and Mental Health (DSAMH), is issuing this Request for Information (RFI) to gather insights from experienced providers interested in operating Certified Community Behavioral Health Clinics (CCBHCs).
The CCBHC model, established by Congress under the Protecting Access to Medicare Act (PAMA) of 2014, aims to enhance behavioral health services by providing comprehensive, coordinated mental health and substance use disorder services. This initiative seeks to ensure access to high-quality behavioral health care across all age groups and explore innovative approaches for delivering and reimbursing community behavioral health services.
Work Details
Vendors are invited to submit their capabilities regarding the operation of CCBHCs, which must provide nine core services:
- Outpatient mental health and substance use services
- Crisis behavioral health services including prevention and emergency interventions
- Screening, assessment, and diagnosis
- Person-centered treatment planning
- Primary care screening
- Targeted case management
- Psychiatric rehabilitation services
- Peer supports
- Intensive community-based mental health care for veterans.
The CCBHCs must operate in Kent and/or Sussex counties and ensure that services are trauma-informed, person- and family-centered. Vendors should also demonstrate their ability to build capacity for these services, including staffing requirements such as a CEO or equivalent, a psychiatric provider as Medical Director, and appropriate clinical staff.
Period of Performance
Responses to this RFI must be submitted by November 4, 2025, at 1:00 PM EST. The period of performance will depend on subsequent actions taken following this RFI.
Place of Performance
The contract will be performed in Kent and/or Sussex counties in Delaware.
Bidder Requirements
Vendors must demonstrate experience as a CCBHC in other states or provide evidence of success with the nine core services required. They should include a cover letter summarizing their qualifications, a detailed description of how they can meet the outlined needs, evidence of community partnerships, and a budget proposal that includes start-up costs.
