Bond Financial Advisory Services

Background
The State of Delaware Department of Finance and the Department of Transportation are seeking professional services to provide independent financial advisory services. This RFP is issued under the authority of 29 Del. C. §§ 6981 and 6982, aiming to assist the Agencies in structuring a debt portfolio with the lowest cost of capital possible while ensuring compliance with federal and state laws.

Work Details
The selected Vendor(s) will provide a range of financial advisory services including:

- Review and advisement on debt policy
- Development of new financing ideas
- Technical analysis of the municipal bond market
- Assistance with credit ratings and investor relations
- IRS compliance support
- Structuring debt portfolios
- Conducting independent reviews of economic feasibility for programs proposed by third parties
- Advising on competitive, negotiated, or private placements of debt
- Assisting in preparing bidding provisions for competitive sales
- Providing technical assistance for existing portfolios
- Advising on best practices for credit ratings
- Performing arbitrage rebate analyses as required by IRS Code.

Period of Performance
The contract will have an initial term of five years from the commencement date, with three optional one-year extensions at the discretion of the Agencies.

Place of Performance
Services will be performed primarily in Delaware, as specified by the Agencies.

Bidder Requirements
Vendors must provide evidence of a Delaware business license or application for one, proof of insurance as outlined in Appendix B, and demonstrate a minimum of 10 years’ experience in providing financial advisory services to state-level entities.
