Background
The Delaware Department of Services for Children, Youth and Their Families (DSCYF) is responsible for providing and managing a range of services for children who have experienced abandonment, abuse, neglect, adjudication, and mental health and substance use conditions.
DSCYF’s mission is to engage families and communities to promote the safety and well-being of children through prevention, intervention, treatment, and rehabilitative services. The Division of Prevention and Behavioral Health Services (DPBHS) provides statewide voluntary behavioral health prevention, early intervention, and treatment programs for youth.
This Request for Proposals (RFP) aims to improve accessibility to high-quality community-based mental health services for youth under 18 in Delaware.
Work Details
The contract will encompass a range of Behavioral Health Treatment and Supportive Services including:
1. Intensive Mobile Outpatient Services - individual, family, and group therapy delivered in home/community settings.
2. Therapeutic Support for Families - psycho-educational and supportive services for parents/caregivers.
3. Family Peer Support - support from individuals with lived experience in behavioral health.
4. Intensive Family-Centered Approaches - multi-disciplinary team support for youth with complex needs.
5. Partial Hospital Programs (PHP) - psychiatric support five days a week.
6. Residential Rehabilitative Services (RRS) - 24-hour supervised residential programs.
7. Psychiatric Residential Treatment Facilities (PRTF) - structured treatment for high-risk youth.
8. Targeted Case Management - care coordination based on wraparound principles.
9. Mobile Response & Stabilization Services - 24/7 assessments for youth in crisis.
10. Behavioral Health Transitional Support Services - short-term therapy for youth transitioning from higher levels of care.
11. Inpatient Psychiatric Hospitals - 24-hour psychiatric treatment under physician supervision.
Period of Performance
The anticipated contract duration is one to three years with the possibility of extension for an additional two years based on satisfactory performance and continued need for services.

Services will be provided primarily within the state of Delaware, focusing on expanding access in Kent and Sussex counties.
