Aerial Imagery and Landuse/Landcover GIS Data

Background
The State of Delaware Department of Office of State Planning Coordination (OSPC) is seeking professional services to provide statewide aerial imagery and Land Use/Land Cover (LULC) GIS datasets. This request for proposals (RFP) is issued under the authority of 29 Del. C. §§ 6981 and 6982, aiming to enhance the state's planning and coordination efforts through accurate geographic data.

Work Details
The contractor will be responsible for:
- Collecting ortho-rectified aerial imagery covering the entire State of Delaware.
- Conducting photo-interpretation of the ortho-imagery to produce a Land Use/Land Cover (LULC) dataset that can be compared with previous datasets.
- Proposals may include multi-year contract solutions for statewide dataset collection, providing competitive pricing for various combinations of products. The minimum specifications for these components are detailed in Appendix B of the RFP.

Period of Performance
The contract will last for two years with two optional extensions, each lasting an additional two years.

Place of Performance
The work will be performed statewide across Delaware.

Bidder Requirements
Bidders must possess necessary Delaware licenses and/or certifications to perform the required services. They are also required to provide proof of insurance prior to the start of the contract period, which must meet specified minimum amounts outlined in the solicitation.
