26P-203 Information Technology Services

Background
New Castle County is seeking competitive sealed bids and unpriced proposals for Information Technology Services to support various technology needs. The goal of this contract is to augment current and future statements of work, providing staffing for a range of IT services, including helpdesk support, application development, and IT infrastructure management. This initiative aligns with New Castle County's mission to enhance its technological capabilities.

Work Details
The contractor will provide staffing for various IT roles including but not limited to:
- Helpdesk Tier level support
- Application Development
- Client Server Operating Systems
- Cloud Service Configurations
- Enterprise Architecture
- Geographic Information Systems
- IT Infrastructure Networking
- Project Management
- Security
- Web Administration.

The contractor must manage substantial contract support operations involving multiple projects and personnel at various New Castle County locations. Workspace supplies and materials will be provided by the County. All personnel must undergo background checks and drug/alcohol screenings before starting work.

Period of Performance
The contract period will commence on January 1, 2026, and conclude on December 31, 2026. There is an option to extend the contract annually for up to four additional years by mutual agreement.

Place of Performance
Services will be performed at various New Castle County locations as required by the contract.

Bidder Requirements
Vendors must provide proof of all necessary licenses required to perform the work specified in this solicitation. This includes professional licenses, business licenses, contractor licenses, specialized licenses, and any specific permits required by local, state, or federal law. Vendors are also encouraged to demonstrate efforts towards supplier diversity.
