26A-011 Sanitary Sewer Manhole Rehabilitation

Background
The New Castle County Department of Public Works is seeking bids for the rehabilitation of sanitary sewer manholes to maintain their service life. This contract aims to provide on-call services for the lining and/or coating of interior surfaces at various sites throughout the county. The goal is to arrest surface deterioration and preserve the functionality of manholes, which are critical components of the sewer system.

Work Details
The contractor will be responsible for:

1) Application of coating materials to rehabilitate sanitary sewer manholes, including cementitious patching, chemical grouting, linings, and coatings.

2) Ensuring that all materials used meet specified standards and do not adversely affect the County’s processes or facilities.

3) Performing work on manholes with pipe sizes ranging from 8 inches to 15 inches.

4) Providing all necessary labor, materials, tools, equipment, and incidentals for cleaning, surface preparation, application of linings/coatings, quality control, environmental controls, testing equipment, and warranty services.

5) Implementing traffic control measures as required during work execution.

6) Completing all work in compliance with federal, state, and local regulations.

7) Providing a three-year warranty on all products and services.

Period of Performance
The contract will commence upon issuance of a purchase order and will continue as needed based on requests for services from New Castle County. Specific time limits for completion will be assigned for each scope of service requested.

Place of Performance
Work will be performed at various locations throughout New Castle County, Delaware.

Bidder Requirements
Bidders must possess valid licenses required by the United States, State of Delaware, County, and any applicable political subdivisions to perform the work. They must also provide proof of insurance including workers' compensation and liability coverage as specified in the solicitation. Additionally, bidders should demonstrate experience with similar projects and provide certifications related to material handling and installation.
