Background
New Castle County's Department of Administration is issuing an invitation to bid for the 8 Oak Avenue Sewer Replacement project. The goal of this contract is to replace existing sewer infrastructure to improve sanitation and drainage in the area, aligning with the county's mission to maintain public health and safety.

Work Details
The project includes the removal of approximately 273 linear feet (LF) of 8-inch diameter Vitrified Clay sanitary sewer and replacement with 273 LF of 8-inch PVC sanitary sewer. Additionally, it involves the removal and replacement of an 18-inch HDPE storm sewer and catch basins as necessary for facilitating the sanitary sewer replacement.

The contractor will perform all related work, which includes but is not limited to: associated demolition, clearing, grubbing, lateral re-connections, dewatering, bypass pumping, pavement removal, maintenance of traffic, restoration of grass areas, curb, sidewalk, pavement, drainage, and erosion/sediment control.

Period of Performance
The contract work is expected to be performed starting from the award date until completion. Bids are due by September 16, 2025.

Place of Performance
The work will be conducted at Oak Avenue, Roseville Park, Newark, Delaware 19711.

Bidder Requirements
Bidders must be prequalified in category E(c), sanitary sewer or qualified in category B(b1), Sanitary Sewer Systems for projects greater than or equal to $250,000. A mandatory pre-bid meeting is scheduled for August 13, 2025.

Bids must include a bidder’s bond or certified check equal to 10% of the bid price. Compliance with New Castle County’s Small Business Enterprise (SBE) Program is required with a participation goal of 20%. Contractors must also implement a mandatory alcohol & drug testing program as per New Castle County Code.
