Staff Augmentation Contract

Background
The Washington Metropolitan Area Transit Authority (WMATA) is seeking to augment its staffing capabilities through a Staff Augmentation Contract. This initiative is part of WMATA's Strategic Transformation Plan aimed at enhancing operational efficiency and service delivery across the organization. The contract will support various labor categories over a six-year period, allowing for both short- and long-term staffing solutions to meet specific needs that cannot be fulfilled by existing staff. The contract will be managed by the Department of Talent Acquisition.

Work Details
The contractor will provide temporary personnel to perform duties as specified in the Scope of Work. Services include:

1. Supplying temporary personnel for various positions as needed.
2. Assignments will generally last no longer than one calendar year or 365 days.
3. Requests for services will be initiated by WMATA’s Technical Representative (COTR), who will specify required skills, location, work hours, and reporting details.
4. Contractors must respond to short notice requests and provide resumes of selected personnel if requested.
5. The contractor must maintain a log of temporary staff assignments, including start and end dates.
6. All personnel must meet minimum education and experience requirements outlined in the solicitation.
7. Contractors are responsible for confirming their ability to place temporary employees within specified timeframes and may face penalties for failure to do so.

Period of Performance
The contract will span six years, with individual assignments typically lasting no longer than one year.

Place of Performance
Services will be performed at WMATA facilities located in Washington, DC, Maryland, and Virginia.

Bidder Requirements
This RFP includes Minority Business Enterprise (MBE) requirements assessed on a task-by-task basis. It encourages responses from small certified businesses.
