Description

Social Campaign Marketing Services
Background
The District of Columbia's Office of Contracting and Procurement (OCP), on behalf of the Department of Behavioral Health (DBH), seeks a contractor to provide Social Marketing Campaign Services.

The mission of DBH is to develop, manage, and oversee a public behavioral health system that is consumer-driven, community-based, culturally competent, and supports prevention, resiliency, and recovery. This contract aims to promote the District’s comprehensive LIVE. LONG. DC. (LLDC) plan to reduce opioid use, misuse, and related deaths through strategic communications and social marketing initiatives.

Work Details
The contractor will develop and implement a strategic communications plan that includes:
1) Project Administration/Work Plan: Develop an annual program work plan for communications initiatives;
2) Research/Evaluation: Conduct research with stakeholders to understand the opioid crisis;
3) Program Message/Creative Development: Create culturally appropriate messaging materials;
4) Program Plan and Implementation: Coordinate marketing plans for new campaigns while continuing existing ones;
5) Deliverables include campaign research reports, work plans, monthly reports, social marketing implementation plans, and shipping of marketing materials. The contractor must also engage with local media for advertising placements.

Period of Performance
The contract term is one year from the date of award with options to extend for four additional one-year periods, totaling a maximum duration of five years.

Place of Performance
Services will be performed in the District of Columbia region.
