Background
The Universal Service Administrative Company (USAC) is seeking proposals from qualified offerors to provide Staff Augmentation Services. USAC administers the Universal Service Fund (USF) programs on behalf of the Federal Communications Commission (FCC), aiming to promote affordable telecommunications services and increase access to advanced telecommunications services nationwide.
The goal of this contract is to supplement human capital professionals across various Information Technology disciplines and administrative fields to support USAC's mission.
Work Details
The contract will involve providing staff augmentation services, which includes supplying experienced personnel in various labor categories such as Receptionist, Processing Specialist, Staff Audit Support Specialist, Agile Project Manager, Software Developer, and many others.
Contractors will be expected to deliver qualified personnel who can perform specified tasks under Task Orders issued by USAC. The services will be provided on a time and materials basis, with fixed labor rates that include all associated costs. Contractors must ensure that all personnel meet the qualifications outlined in the solicitation and undergo necessary background checks.
Period of Performance
The contract period of performance is for 12 months with a base year plus four option years, allowing for potential extensions based on performance and needs.
Place of Performance
Services will be performed within the United States at USAC’s headquarters located at 700 12th Street NW, Suite 900, Washington, DC 20005, or virtually as approved by USAC.
Contractors are required to work in the office at least two days per week under a hybrid work approach.
Bidder Requirements
Offerors must comply with specific requirements including providing a single point of contact for managing day-to-day activities (Contractor Account Manager). They must ensure that all proposed personnel have undergone federal and state criminal background checks within thirty days prior to Task Order award and certify that candidates are legally authorized to work in the United States.
Additionally, contractors must submit resumes through USAC’s resume portal and adhere to confidentiality agreements.
