OCFO Staff Augmentation Managed Service Provider

Background
The District of Columbia Office of the Chief Financial Officer (OCFO) is seeking a Managed Service Provider (MSP) for staff augmentation to enhance fiscal and financial stability, accountability, and integrity.

The OCFO oversees financial operations for the District government, managing over seven billion dollars in annual funds. The current MSP contract was implemented in Spring 2022 and has served 20 OCFO departments with a headcount of 133 as of FY25. The goal is to access high-quality temporary talent and ensure compliance with relevant laws regarding non-permanent workforce.

Work Details
The Prime Contractor will provide staffing augmentation services, including:
1. Providing qualified Resources on demand through Candidate Staffing Requests (CSRs).
2. Managing day-to-day operations of the OCFO’s temporary staffing program.
3. Ensuring compliance with laws regarding non-permanent workforce and providing detailed reporting on temporary staffing.
4. Utilizing a Vendor Management System (VMS) for managing CSRs, Resources, and Subcontractor reporting.
5. Conducting background checks on Candidates before engagement.
6. Providing training on VMS to OCFO staff and ensuring proper utilization of the system.

Period of Performance
The contract period includes a Base Period from the Contract Effective Date to September 30, 2026, with options for four additional periods extending through September 30, 2030.

Place of Performance
Services will be performed within the District of Columbia city limits.

Bidder Requirements
The Prime Contractor must be a Certified Business Enterprise (CBE) or attempt to meet demands through CBE Subcontractors if not a CBE itself. The contractor must also comply with requirements related to background checks, training, and performance metrics as outlined in the solicitation.
